I believe it depends on the bishops. In the US, the bishops petitioned and obtained approval for communion in the hand. The wisdom of allowing this practice is debatable, but it is certainly valid to receive communion in the hand, at least in the US. However, communion on the tongue must also be offered since it is supposed to be the norm.
I have provided some links that discuss both sides of the issue. I think the bottom line is whether your bishop has received approval from the pope to allow communion on the hand. I'm hoping someone will correct me if I misspoke.
