I read on the Catholic news site about Divine Retreat Centre's lawsuit against Kerala State Govt. Does a Catholic Institution sue? I'm confused.

The following news in the New India Express:

Muringoor Divine Retreat Centre: Probe team told to submit report
Tuesday October 17 2006 00:00 IST

KOCHI: In view of the submission made by the Director-General of Prosecutions (DGP) that “shocking” facts had been unearthed by the police and medical team that inspected Divine Retreat Centre, Muringoor, and that they could not be disclosed in open court, Justice K R Udayabhanu of the Kerala High Court on Monday directed the investigation team to submit a confidential report within two weeks.

The directive was issued when a writ petition filed by Fr George Panackal, director, Divine Retreat Centre, Muringoor, Thrissur, came up for admission before the court. The petitioner prayed to declare the raid, search and seizure, conducted at the Retreat Centre and allied institutions on September 30 and October 1, 2006, as illegal, void and unconstitutional.

The DGP denied the allegation that an unauthorised raid had been conducted at the Retreat Centre and the inmates and the people, who were praying, were chased and harassed.

The special investigation team headed by IG Winson M Paul, and medical team lead by the District Medical Officer had conducted only an inspection as per the High Court directive in a suo motu proceeding in the wake of the allegations that included sexual harassment, man-missing, mysterious deaths, financial irregularities and illegally running a hospital.

Fr Panackal had sought a directive to the State Government and the officers under it, to pay a compensation of Rs 1 crore for the legal injury and damage caused to the petitioner's institutions due to the illegal action of the special investigation team.

The court directed to post the petition on November 17 along with the pending proceedings.
